Policies

Policy development is one of the key functions of the South County Fire board of commissioners. I view good policy through the lens of regionalization of the fire/EMS service. Fire District 1 and South County Fire have been pursuing regionalization of service since before I joined the board in 2003. Regionalization uses economies of scale to provide better service in an ever more complex fire suppression and emergency medical service (EMS) environment.

During my time as a fire commissioner, I have overseen expansion in the following ways:

  • Fire District 1 contractual consolidation with the City of Mountlake Terrace
  • Fire District 1 contractual consolidation with the City of Brier
  • Fire District 1 contractual consolidation with the City of Edmonds
  • Fire District 1 joining the Lynnwood Fire Department to form South County Fire, a regional fire authority, formally known as the South Snohomish County Fire & Rescue Regional Fire Authority.

I continue to look for ways to regionalize service in the southeast Snohomish County area. I believe regional service provides the right balance between local control and a full service fire department that is sufficiently sized to tackle the complex issues of the fire service.

Significant policy issues in the coming year include:

  • Capital facilities plan
  • Response times improvement
  • Subsidization of the contract cities
  • Strategic planning
  • Paramedic school launch
  • Training academy
  • Arbitration
  • RFA expansion
  • Volunteer Firefighters
  • Diversity enhancement
  • Emergency (disaster) management
  • No fireworks zone
